This study explored the disaster preparedness and response efficacy in flood-prone barangays of Cabanatuan City. It assessed local government units' preparedness, coordination mechanisms, and operational issues in disaster risk reduction and management (DRRM). The study used a quantitative descriptive-evaluative approach to measure readiness in four aspects and to assess the perceived success of disaster response activities. Findings showed strong readiness across all four aspects: Planning and Policies (M = 3.64, Highly Prepared), Resources (M = 3.53, Highly Prepared), Early Warning and Evacuation (M = 3.54, Highly Prepared), and Coordination (M = 3.54, Highly Prepared). Overall perceived success of DRRM execution was graded Very Effective (M= 3.56), reflecting good hazard dissemination, training, rescue operations, and relief provision. However, problems remained in managing evacuation centers, delivering relief supplies, and providing post-disaster support, exposing logistical deficiencies. The survey reveals that respondents regarded barangays as highly prepared and effective in DRRM implementation; however, systemic deficiencies in logistics and coordination remain. To strengthen DRRM, the study recommends policy review, resource optimization, resilient communication technologies, a unified command system, improved evacuation logistics, and institutionalized community engagement. These steps will strengthen governance capacity and promote inclusive disaster resilience.
