The Association “Scientific-Professional Society for Disaster Risk Management” (www.spsdr.com) is a non-governmental and non-profit association, established for an indefinite period, for the purpose of achieving objectives related to the advancement of scientific and professional knowledge and practice in the field of disaster risk management, emergencies, security, protection and community resilience, through the implementation of quantitative and/or qualitative research, publishing activities (journals, books and other publications), organizing national and international events, conducting formal and non-formal forms of education and professional development, preparing expert analyses, risk assessments and planning documents, developing digital platforms and knowledge bases, as well as other activities in accordance with the law and this Statute.
Objectives of the Association
Establishing, developing and continuously publishing international scientific and professional journals, including the international scientific journal International Journal of Disaster Risk Management, in English and other languages, for the purpose of publishing original quantitative and qualitative scientific and professional papers by authors from the country and abroad;
Conducting fundamental, applied, interdisciplinary and comparative research, grounded in a quantitative and/or qualitative research tradition, in the country and abroad, in the field of disaster risk management, emergencies and security;
Preparing, applying, coordinating and implementing national and international scientific, professional and development projects, as well as participating in international programs, networks and partnerships in the field of risk management and community resilience;
Promoting, designing, implementing and improving preventive, educational and informational measures, with the aim of strengthening institutional and non-institutional capacities for prevention, preparedness and response in emergencies, including the development of campaigns, programs and plans for raising awareness and citizen resilience;
Organizing and conducting national and international scientific and professional conferences, symposia, workshops, summer schools and other events in the field of risk management in emergency situations, as well as in other areas of security;
Conducting professional risk assessments, vulnerability analyses and preparing protection and rescue plans for legal entities, business entities and local communities, in accordance with the Law on Disaster Risk Reduction and Emergency Management, as well as preparing acts on risk assessment in the protection of persons, property and business operations in accordance with the Law on Private Security; preparing plans and procedures for prevention, preparedness and response, operational plans, instructions, protocols, standards and guidelines, analyses and reports, vulnerability and capacity assessments, business continuity and recovery plans after incidents, as well as other expert documents and acts in the field of risk management, security, protection and resilience, in accordance with applicable regulations;
Organizing and conducting formal and non-formal forms of education, trainings, courses and professional development programs for citizens, students and employees in the public and private sector, for the purpose of training personnel in the field of risk management and emergencies; developing curricula and programs, manuals and educational materials (printed and electronic), organizing workshops, seminars, webinars, summer schools, simulation and field exercises, study visits and mentoring programs; applying modern learning methods, including online and hybrid models (e-learning), testing and evaluating knowledge and competencies, issuing confirmations and certificates of attendance and successful completion of programs, as well as continuously monitoring quality and improving training programs;
Developing, managing and improving digital platforms, knowledge bases, online communities and innovative tools, for the purpose of networking scientists, experts, practitioners and institutions in the field of security, protection and risk management;
Publishing, distributing and promoting scientific, professional and educational publications, printed and electronic materials, as well as developing membership programs and other forms of support for the Association’s activities, in accordance with the law;
Developing and implementing activities of distribution and retail sale of scientific, professional and educational publications, teaching and training materials, educational and protective equipment, uniforms and other products and services that are directly related to the statutory objectives of the Association, including sales via the internet and other lawful channels, whereby all realized funds are used exclusively for achieving the objectives of the Association;
Developing, applying and improving methodologies, models, indicators, standards, quality frameworks and systems of certification and verification of knowledge, competencies, programs and activities in the field of risk management, emergencies, security and resilience;
Encouraging and applying innovations, modern technologies and new approaches in research, education, risk management and security, including the development and testing of innovative tools, digital solutions, analytical models and pilot projects;
Establishing, developing and coordinating cooperation, partnerships and networks with domestic and international universities, research institutes, public institutions, business entities, the civil sector and international organizations, for the joint implementation of programs, projects and initiatives;
Strengthening the institutional, organizational, human and financial capacities of the Association, as well as ensuring the long-term sustainability of its activities through legally permitted programs, services and other forms of support, whereby all realized funds are used exclusively for achieving the statutory objectives;
Improving international visibility, public dialogue and influence on public policies in the field of risk management and security, through scientific, professional and educational activities, publications, recommendations and advisory activities;
Performing other activities in accordance with the law and this Statute.
Methods of achieving objectives
For the purpose of achieving its objectives, the Scientific-Professional Society particularly:
Organizes and conducts field, desk-based and digital research, for the collection of primary and secondary data necessary for the implementation of scientific-research and professional activities in the field of disaster risk management, emergencies, security and resilience;
Establishes, develops and maintains scientific and professional databases, registers and repositories, based on the collection, processing and analysis of primary and secondary data, domestic and international scientific and professional literature, as well as research results;
Publishes, issues and distributes scientific, professional and educational publications, including monographs, textbooks, manuals, conference proceedings, journals, digital publications and other materials in the field of risk management, emergencies and security;
Organizes and implements national and international scientific and professional events, conferences, symposia, workshops, round tables, summer schools and other forms of exchange of knowledge and experience;
Establishes, develops and coordinates cooperation with relevant domestic and international institutions and organizations, including state bodies, local self-governments, universities, research institutes, business entities, civil society and international organizations;
Conducts professional risk assessments, vulnerability and capacity analyses, and prepares protection and rescue plans, acts on risk assessment, operational and preventive plans, procedures, protocols, standards, guidelines, analyses, reports, business continuity and post-incident recovery plans, in accordance with applicable regulations;
Organizes and conducts formal and non-formal forms of education and professional development, including trainings, courses, workshops, webinars, simulation and field exercises, mentoring and specialized programs, and develops curricula, programs and educational materials (printed and electronic);
Applies modern learning and training methods, including online and hybrid models (e-learning), conducts testing and evaluation of knowledge and competencies, issues confirmations and certificates of attendance and successful completion of programs, and monitors and improves the quality of educational activities;
Develops, manages and improves digital platforms, online communities and innovative tools, including knowledge bases, systems for networking, information exchange, education and professional support to members and partners;
Develops and implements membership programs, professional networks and forms of support, as well as activities of distribution and retail sale of publications, teaching and training materials, educational and protective equipment, uniforms and other products and services directly related to the statutory objectives of the Association, including sales via the internet;
Encourages and applies innovations, modern technologies and new approaches, including the development and testing of digital solutions, analytical models, methodologies, indicators, standards and pilot projects in the field of risk management and security;
Prepares, implements and participates in national and international projects, programs and initiatives, as well as in evidence-based advocacy and advisory activities grounded in scientific evidence and professional analyses;
Improves public awareness, the culture of prevention and resilience, through informational, educational and media activities, campaigns and public dialogue;
Strengthens the institutional, organizational, human and financial capacities of the Association, ensuring the long-term sustainability of its work in accordance with the law and this Statute.
The Association achieves its objectives and carries out its activities on the territory of the Republic of Serbia, as well as in the international and digital environment, through online platforms, electronic services and other lawful channels of communication and exchange, including cooperation with domestic and foreign legal entities and natural persons, the organization of and participation in international programs and networks, as well as the provision of services, publication of materials, implementation of trainings and realization of other activities in accordance with the law and this Statute.

As part of its statutory mission and publishing activity, the Scientific-Professional Society for Disaster Risk Management (SPS-DRM) publishes and disseminates a broad range of scientific, professional, and educational literature in the fields of disaster risk management, emergency management, safety, protection, and community resilience. Our publishing programme includes scientific monographs, university textbooks, practical manuals and guides, edited volumes, and collections of regulations, designed to support academia, public authorities, practitioners and first responders, students, and civil society through credible, research-informed and practice-oriented resources.

SPS-DRM also publishes thematic proceedings and edited collections of papers stemming from national and international scientific events, conferences, seminars, workshops, and summer schools. These volumes bring together peer-reviewed contributions and practice-oriented papers, offering a consolidated resource for researchers, institutions, and practitioners working on disaster risk reduction, emergency management, and related security challenges.
Training, Courses and Educational Materials
In addition to formal publications, SPS-DRM develops and issues training curricula, course materials, manuals, presentations, checklists, and other educational resources used in its professional trainings, workshops, seminars, webinars, simulation exercises, and field-based learning activities. These materials are designed to strengthen institutional and community capacities for prevention, preparedness, response, and recovery, and to support continuous professional development for stakeholders across the public and private sectors.
